
An Anchor News reporter posed questions to the candidates running for the planning board seat in the May 2 town election.

* What qualities/experience do you have that best equips you to be an effective Hingham Planning Board member? I have had the privilege of serving our community for over 35 years in local government, including four terms on the Planning Board. During that time, I have worked collaboratively with fellow board members, residents, and town staff to thoughtfully evaluate projects and guide responsible growth.
I remain fully committed to public service and applying my expertise as a licensed architect and long-term Planning Board member. I support thoughtful, balanced, and managed growth that strengthens the foundation of our community.
I have helped Hingham meet compliance requirements under the MBTA Communities Act, and as a Member of the Accessory Dwelling unit Study Committee, contributed to drafting the Accessory Dwelling Unit bylaw to address evolving state requirements, and served as Co-Chair of the Residential Quality Standards Subcommittee.
I serve as the Planning Board’s representative to the Climate Action Commission, where I contributed perspectives informed by my work as MIT Facilities Program Manager, Capital Projects Group focused on sustainability initiatives. Together with the Climate Action Commission, I participated in the development and implementation of Hingham’s Climate Action Plan. The plan was approved at Town Meeting and is now being presented to Hingham residents. This work has positioned Hingham as a leader in climate action within Massachusetts.
My service on the Hingham Historical Commission, the Historic Districts Commission, and the Liberty Plain Historic District Committee has confirmed my appreciation for preserving the character and history that make Hingham unique. I am also honored to have been a member of the Hingham Militia since 1994.
If re-elected, I will continue to approach this role with care, balance, and respect for community input working to protect Hingham’s character while supporting thoughtful, sustainable development consistent with the goals of the 2021 Master Plan.
Since moving to Hingham in 1986, my wife Mary, our sons Dan and Dave, and I have been proud to call this town home, and we continue to value its unique character and strong sense of community.
It is truly a privilege to serve Hingham with a strong sense of the future. I respectfully ask for your consideration, support, and vote in the upcoming Town Election on May 2.
* What is the biggest challenge facing the Hingham Planning Board from your perspective? Hingham is undergoing many changes in its residential neighborhoods. New homes are often larger and designed to meet today’s occupant desires and lifestyles including home offices and entertainment rooms since the Covid 19 pandemic. The Planning Board oversees Site Plan Reviews more and more larger residences that may change the landscape of the older existing homes in many Hingham neighborhoods. This often creates neighborhood concerns about compatibility. The Planning board has come under pressure to address this compatibility issue.
The Planning Board, in exercising its statutory permitting authority and role, receives applications for site plan review to assess compliance with the residential Zoning Bylaw. Hingham’s existing Zoning Bylaw specifies building setbacks from the property lines and building height; yet the bylaw is silent in regards to the amount and percentage of lot coverage that is reduced by these larger homes. The Planning Board must address this issue in the very near future as growth demands intensify.
The Planning Board, in exercising its policy making statutory authority and role, studies these zoning issues and proposes Warrant Articles to update the Zoning Bylaw to Town Meeting for approval. The Planning Board has convened the Residential Quality Standards Subcommittees to study the residential section of the Zoning Bylaw to develop residential quality standards of open space and tree protection, floor area ratio metrics to manage the proportion between the building size , massing and the coverage on the lot to assist in maintaining the scale and character of Hingham’s neighborhoods.
As a member and co-chair of the Planning Board Residential Quality Standards Subcommittee, I will continue to evaluate best practices that balance open space with appropriate scale and neighborhood character. It is essential that we accommodate responsible growth while preserving the Hingham’s unique treasured identity.
In my continued role with the Climate Action Commission, I will focus on education and initiatives that help residents better understand and access electrification opportunities for their homes and businesses. This work will help the town reach its climate goals and aid residents in saving on their increasing energy costs.
Hingham must continue to seek new revenue sources that will support the necessary investments in community growth and infrastructure. Consistent with the 2021 Master Plan, potential developments in the Shipyard, Downtown, South Shore Park on Derby Street and the proposed South Hingham Commercial Subdivision at Old Derby Street will need thorough evaluation to balance economic goals with the protection of our environmental and historical character and resources. Hingham has a sole source aquifer that is classified by the Commonwealth as “stressed”. This environmental condition must be balanced against reasonable development in Hingham.
My background as both an architect and preservationist uniquely positions me to assist guiding Hingham toward an economically and environmentally sustainable future.
If re-elected, I will continue to support responsible development that is consistent with Hingham’s proud history, unique scale, and essence. I am committed to balancing individual property rights with careful implementation of our bylaws to accommodate thoughtful advancements while preserving the special identity that makes Hingham such an attractive place to live and work.
Hingham is defined by its extraordinary nature, honorable history, and sense of community. My professional background and experience uniquely position me to help preserve what we value most, while attentively guiding expansion that ensures a vibrant future for all who call Hingham home. Being a Planning Board representative on Town Boards, Commissions and Committees has helped me gain a perspective on the ongoing issues facing the town.
